Please join CMAA North Texas and Society of American Military Engineers (SAME) for a joint luncheon meeting on Monday, April 15. This luncheon will feature speakers sharing their perspectives on Public-Private Partnerships (P3) in developing public infrastructure projects.
Panel Speakers:
Courtney D. Pogue, Director of Economic Development for the City of Dallas, Texas oversees a department that fosters more than $300 million in private investment annually. He oversees a staff of 35 with departmental budget of $8 million. Additionally, Courtney manages the following programs for the City of Dallas: tax increment financing, new markets tax credits, Section 380, tax abatement, and small business development.
Ray Garfield, Chairman of Garfield Public Private, heads a firm leading the financing and development of essential facilities for municipalities and other public sector entities. With an extensive Wall Street background, he focuses primarily on working with investment banking partners, bond and underwriter's counsels to engineer creative financing structures and securing capital for essential public/private developments.
